    摘要:

    采用考虑非期望产出的数据包络分析(slacks based measure-data envelopment analysis,SBM-DEA)方法测算出我国30个省市2005—2014年的工业用水效率,运用探索性空间数据分析(exploratory spatial data analysis,ESDA)方法对我国工业用水效率的空间关联特征进行了定量探讨。结果表明:10年来,我国工业用水效率平均值从2007年开始呈现逐年上升的趋势,且总体呈现出东部大于中部大于西部的趋势。各省市区工业用水效率10年间均出现显著的空间正相关,相邻地区工业用水效率高的地区和低的地区出现相对集聚的现象,高高集聚区主要分布在东部地区,低低集聚区主要分布在西部地区。不同省市之间工业用水效率的改善途径和潜力不尽相同,应从实际情况出发制定差异化政策,提高工业用水效率。

    Abstract:

    This paper has measured and calculated the industrial water use efficiency among Chinas thirty provinces and cities during the year 2005—2014 by applying the SBM-DEA(slack based measure-data envelopment analysis)model which considers undesirable outputs. The characteristics of spatial association of industrial water use efficiency in China has also been quantitatively investigated with the ESDA method. Study results show that: The average value of industrial water use efficiency in China has been increasing year by year from 2007, on the whole showing the tendency that the said average value of the eastern region is bigger than that both in the middle region and the western region. The industrial water use efficiency of the related provinces and municipalities has significant spatial positive correlation in 10 years. The districts with high and low efficiency in industrial water use in the adjacent areas have displayed the phenomenon of being relatively gathered together. High-high concentration areas are mainly distributed in the eastern region and low-low concentration areas are mainly distributed in the western region. Therefore, different provinces and cities have different ways and potentials to improve the efficiency of industrial water use, so the policy of differentiation should be formulated from the actual situation so as to enhance the efficiency of industrial water use.
