    摘要:

    运用改进的模糊综合评价模型和灰关联分析模型对南水北调受水区——北京市的水资源短缺风险进行评价,运用组合权重方法确定评价指标的权重。结果表明:从2001—2014年,北京市水资源短缺风险总体呈下降趋势并趋于稳定,水资源短缺状况从较高风险降低为临界风险和较低风险,反映出近年来北京市政府对水资源的管理和调控已显现出成效;2012年以后,水资源短缺风险又呈升高趋势,应当对未来几年的水资源短缺风险进行密切关注并尽快采取措施,以降低北京市的水资源短缺风险,保障北京地区供用水安全。

    Abstract:

    By using improved fuzzy synthetic evaluation and grey relational analysis models, water shortage risk of Beijing City that is one of water intake areas of South to North Water Diversion Project were evaluated. To determine evaluation index weights, the combined weight method was adopted. The results indicated that the risk of water shortage in Beijing was generally on the downward trend and tended to be stable during the year 2001—2014, and the shortage of water resources was reduced from higher risk to critical risk and lower risk, which indicated in recent years, the management and regulation of water resources by the Beijing municipal government have shown remarkable results. However, water shortage risk showed an upward trend after the year 2012, therefore close attention should be paid to the risk of water shortage in the coming years and measures should be taken as soon as possible so as to reduce the risk of water shortage in Beijing city and ensure water supply security in Beijing area.
