    摘要:

    针对智慧监管平台目标不统一、平台众多、数据集成共享不足等问题,从长江大保护全流域治理目标出发,根据长江节点城市特点,基于已有研究基础,通过将智慧水务“云物大移智”(云平台、物联网、大数据、移动互联网和人工智能)技术的深度融合,从顶层构建由“3个1”(“一张网”“一张图”“一朵云”)、“2中心”(大数据资源中心、智慧运营中心)、“2体系”(技术标准体系、制度保障体系)和“4平台”(产业生态平台、工程任务调度管理平台、业务应用平台、智慧运营平台)组成的“3+2+2+4“长江大保护生态云平台架构系统,可实现长江流域生态环境监测数据和应用管理规范化,建立统一的全周期技术标准体系,打破信息壁垒,提升智慧化管理水平。

    Abstract:

    Aiming at the problems of inconsistency objectives of smart monitoring platform construction, prohibitive amount of platforms and insufficient data integration and sharing, starting with the governance goal of the Yangtze River protection, based on the characteristics of the Yangtze River node cities and previous research, by integrating the technologies of Smart Water CIBMA (cloud platforms, internet of things, big data, mobile internet, artificial intelligence), the architecture of “3+2+2+4” Yangtze River Protection Ecological Could Platform is designed, consisting of “three 1s” (“one network”, “one picture”, “one cloud”), “2 centers”(big data resource center, intelligent operation center), “2 systems”(technical standard system, institutional guarantee system) and “4 platforms”(industrial ecological platform, project scheduling management platform, business application platform, and intelligent operation platform), which realizes the standardizing of the data monitoring and application management of the ecological environment in the Yangtze River Basin, establishing a unified full-cycle technical standard system, breaking information barriers, and improving the level of intelligent management.
