    摘要:

    针对江湖阻隔出现生态退化、围湖造田加快湿地萎缩、山林破损导致生态失衡、农业面源污染加大生态修复压力及城镇扩张威胁水生态安全等生态环境问题,围绕“安澜巢湖、碧水巢湖、生态巢湖、美丽巢湖”的生态保护和修复目标,从巢湖生态系统整体性和流域系统性角度,提出了引调水源和水力调控、退垦还湿和修复湿地、矿山修复和生态涵养林、节水养田和结构调整、治河清源和空间管控等工程措施,以促进流域生态格局不断优化,生态系统服务功能稳步提升,有效保障巢湖水质稳定达到Ⅳ类,营养状态指数小于55,鱼类生物量增加大于10%。巢湖山水林田湖草一体化保护和修复实施方案提出的“污染治理—生态修复—综合管控”技术路线和模式,对于类似湖泊保护和修复在总体推进思路与治理措施优先级安排等方面具有参考和借鉴价值。

    Abstract:

    Ecological environmental problems, such as ecological degradation caused by river and lake barriers, accelerated wetland shrinkage caused by lake reclamation, ecological imbalance caused by mountain forest damage, increased pressure of ecological restoration caused by agricultural non-point source pollution, and urban expansion threatening water ecological security, exist in the Chaohu Lake Basin. Focusing on the ecological protection and restoration objective of a peaceful, clear-water, ecological and beautiful Chaohu Lake from the perspectives of the integrity of the Chaohu Lake ecosystem and the river basin system, the paper puts forward engineering measures such as water diversion, hydraulic control, returning reclaimed land to wetland, restoring wetlands, mine restoration, construction of ecological conservation forests, water conservation, farmland conservation, structural adjustment, river regulation, cleaning water sources, and spatial control can promote the continuous optimization of the ecological pattern of the basin, steadily improve the ecosystem service function, effectively ensure that the water quality of Chaohu Lake is stable and reaches class Ⅳ, the nutritional status index is less than 55, and the fish biomass increases by more than 10%. The technical route and mode of pollution control, ecological restoration, and comprehensive control proposed in the implementation plan for the integrated protection and restoration of mountain-river-forest-farmland-lake-grassland in Chaohu Lake have reference value for the protection and restoration of similar lakes in terms of overall promotion ideas and priority arrangement of governance measures.
