    摘要:

    为落实水资源刚性约束制度,推动水资源精细化管理,在分析“四水四定”概念内涵、总结水资源管理理念和管控经验的基础上,提炼出“四水四定”水资源管控的基本理论和管理准则。系统梳理了“四水四定”的最新进展,指出应从宏观系统评价体系构建、水资源优化配置模型重构、水资源管控制度细化等方面进一步深化“四水四定”水资源管控的相关研究。

    Abstract:

    In order to implement the rigid constraint system for water resources and promote refined management of water resources, based on the analysis of the concept and notion of “basing four aspects on water resources” and the summary of the experience of water resources management, the basic theory and management guidelines for water resources control of “basing four aspects on water resources” are proposed. The latest progress of “basing four aspects on water resources” is systematically sorted out, and it is pointed out that further research on the water resources control of “basing four aspects on water resources” should be deepened from the aspects of macro-system evaluation system construction, water resources optimization allocation model reconstruction, and refinement of water resources control system.
