    摘要:

    系统识别了我国水资源保护利用“四水四定”管理中存在的问题,提出了以精准严格的管控指标、权威统一的监测系统、明确有力的管理体制、科学规范的管理制度以及协同高效的管理机制为五大核心体系,以水资源保护利用“四水四定”智慧水务管控平台为一个平台的水资源保护利用“四水四定”创新管理“5+1”模式;指出未来水资源保护利用“四水四定”管理的发展趋势包括统筹协调现有的水管理系统并实现升级,水量与水权结合面向“四水四定”激活交易市场,规范化建立“四水四定”的执行标准体系以及开展基于微观决策行为的水资源保护利用“四水四定”特定制度设计等方面。

    Abstract:

    Management problems existing in “four water-based principles” in water resources protection and utilization in China are systematically identified. The innovative management “5+1” pattern of “four water-based principles” in water resources protection and utilization is proposed, which includes five core systems comprised of accurate and strict control indicators, authoritative and unified monitoring system, clear and strong administration system, scientific and standardized institutional system, collaborative and efficient operating mechanism, and one platform, i.e. smart water management and control platform of “four water-based principles” in water resources protection and utilization. Future development trends of management of “four water-based principles” in water resources protection and utilization are pointed out, which include coordinating the existing water management system and achieving upgrades, activating the trading market for “four water-based principles” by combining water quantity and water rights, establishing a normalized execution standard system for “four water-based principles”, and carrying out specific institutional design for “four water-based principles” in water resources protection and utilization based on micro decision-making behaviors.
