    摘要:

    在对季节性河流的基本概念、空间分布和主要分类系统阐释的基础上,揭示了季节性河流水量、环境和生态等多要素的动态变化特征;探讨了季节性河流生态环境治理的基础理论,即生态平衡理论、群落演替理论以及生态系统调控理论;给出了季节性河流生态环境治理的基本原则, 即问题导向、三方联动和多水统筹;提出了季节性河流生态环境治理“3+6+1”集成化方案的总体框架:“3”为水域、岸带和陆域联动体,“6”为技术层面的6类措施,即配置节约、控源截污、岸线提升、内源治理、织网连通和生态修复,“1”为智慧管理体系建设。基于该框架,提出了季节性河流生态环境治理技术与管理的具体方案,识别了其重点方向和发展趋势。

    Abstract:

    Based on an systematic interpretation of the fundamental concepts, spatial distribution, and major classifications of non-perennial rivers, the dynamic characteristics of multiple elements such as water quantity, environmental conditions, and ecological features in non-perennial rivers are elucidated. The foundational theories for ecological management of non-perennial rivers, including ecological balance theory, community succession theory, and ecosystem regulation theory are explored. The basic principles for ecological environment governance of non-perennial rivers, namely problem orientation, tripartite collaboration, and integrated water resources management are proposed. A comprehensive “3+6+1” integrated framework is presented for ecological environment governance:“3” refers to the coordinated management of three spatial domains, including aquatic zones, riparian zones, and terrestrial areas; “6” represents six technical measures, including water allocation and conservation, pollution source control and interception, shoreline enhancement, endogenous pollution remediation, ecological network connectivity, and ecosystem restoration; “1”denotes the establishment of an intelligent management system. Building upon this framework, specific technical and management solutions for ecological environment governance of non-perennial rivers are proposed, while key priorities and development trends in this field are identified.
