    摘要:

    针对抗旱应急备用水库的旱限水位确定问题,基于宽浅式破坏原则,以时段平均缺水率和严重缺水时段数最小为目标建立了旱限水位确定模型,提出了抗旱应急备用水库在极端干旱情况下的旱限水位确定方法和运用规则,应用于昆明市的备用水源德泽水库,并分析了不同方案下的供水保障程度。结果表明:该方法能够实现抗旱应急备用水库分期旱限水位的优化设计,有效降低极端干旱对社会经济用水的不利影响;通过设置德泽水库旱限水位可以使昆明市应急供水的严重缺水月数从229减少至34,月均缺水率由27.58%降低至12.74%,减少了极端缺水情况的发生;在极端干旱情况下,旱限水位与死库容联合运用可进一步显著提升供水保障程度,严重缺水月数减少至21,月均缺水率降低至2.52%。

    Abstract:

    Aiming at the problem of determining the drought-limited water level of emergency drought-resistant backup reservoirs, a model for determining the drought-limited water level was established based on the principle of wide and shallow damage with the goal of minimizing the time period average water shortage rate and the number of time periods with severe water shortage. A method and operational rules for determining the drought-limited water level of emergency drought-resistant backup reservoirs under extreme drought conditions were proposed. The proposed method was applied to the Deze Reservoir, a backup water source for Kunming City, and the degree of water supply guarantee under different schemes. The results indicate that the method can realize the optimal design of phased drought-limited water level in emergency drought-resistant backup reservoirs, and effectively reduce the adverse impact of extreme drought on socio-economic water use. By setting the drought-limited water level of the Deze Reservoir, the number of months with severe water shortage for emergency water supply in Kunming City can be reduced from 229 to 34, and the average monthly water shortage rate can be reduced from 27.58% to 12.74%, thereby mitigating the occurrence of extreme water shortages. Under extreme drought conditions, the combined use of the drought-limited water level and dead storage capacity can further significantly enhance the level of water supply guarantee, reducing the number of months with severe water shortages to 21 and the average monthly water shortage rate to 2.52%.
