    根据江苏省南水北调工程水系和工程拓扑结构与组成特点,建立了复杂平原河网地区江河湖站联合优化调度模型,提出了动态规划逐次逼近逐步优化混合算法(DPSA-POA),通过模拟丰、平、枯典型水文年多情景以及南水北调东线二期工程建成前后多工况组合下的系统调度过程,从供水总量、供水时空分布、供水峰值等方面,评估了东线二期工程对江苏省苏北地区供水格局的影响。结果表明:东线二期工程建成后,苏北地区丰、平、枯水年可供水量分别增加约16.5亿、13.8亿、10.5亿m3,较现状提升约12.6%、12.5%、12.0%,连云港地区、中运河沿线和徐洪河沿线区间的供水量具有增供潜力;仅在枯水年用水高峰期(6月)省外调水量大于80亿m3时会影响苏北地区供水,平水年和丰水年均无不利影响。

    Abstract:

    Based on the river system and engineering topological structure and composition characteristics of the SouthtoNorth Water Diversion Project in Jiangsu Province, a joint optimization scheduling model for riverlakestation system in complex plain river network regions was established. A hybrid model solution algorithm, named DPSAPOA(dynamic programming successive approximationprogressive optimality algorithm), was proposed. By simulating the system scheduling process under multiple scenarios, including typical high, normal, and low flow hydrological years, as well as combinations of multiple operating conditions before and after the completion of the second phase of the SouthtoNorth Water Diversion Eastern Route Project, the effect of the second phase of the Eastern Route Project on the water supply pattern in northern Jiangsu Province was evaluated in terms of total water supply, spatial and temporal distributions of water supply, and water supply peaks. The results show that after the completion of the second phase of the Eastern Route Project, the available water supply in northern Jiangsu Province can increase by approximately 1.65 billion, 1.38 billion, and 1.05 billion m3 in typical high, normal, and low flow years, respectively, representing an increase of approximately 12.6%, 12.5%, and 12.0% compared to the current situation. The water supply to Lianyungang area and sections along the Grand Canal and the Xuhong River has potential for increased supply. Adverse impacts on water supply in northern Jiangsu Province occur only during the peak water use period (June) in low flow years when the volume of water diversion out of the province exceeds 8 billion m3. No negative effects are observed in normal or high flow years.
