    摘要:

    在高密度城市暴雨洪涝和水污染灾害典型特征的基础上,剖析了当代城市洪涝与水污染治理困境,综述国内外城市洪涝与水污染治理理念和关键技术等方面的研究进展,并提出应对灾害的有效途径:面对城市洪涝应急响应窗口期短、用地空间紧张、水污染治理边际效应递减,以及效能提升困难等重要瓶颈,未来应构建城市洪涝污协同治理理念,重点研发城市洪涝快速预报与智慧调度技术,同时开展城市河流水生态系统修复和功能提升研究等。

    Abstract:

    Firstly, based on analysis of the main characteristics of urban rain floods and water pollution in high-density cities. On this basis, the current practical difficulties faced by disaster management are deeply analyzed. Systematically reviewing and clarifying the current research status and shortcomings about the urban flooding and water pollution were reviewed and clarified systematically. Thus further proposing effective approaches to cope with disasters. The results show that to deal with the short emergency response window period and tight physical space for urban floods, and difficulty improving efficiency for water pollution, it is necessary to establish the concept of collaborative management for urban floods and water pollution, key research and development rapid forecasting and wise scheduling for urban floods, and simultaneously research the restoration and function enhancement for river ecosystem.
