    摘要:

    系统梳理了我国蓄滞洪区在流域防洪功能、区域发展、智慧管理与体制机制等方面存在的不足,提出以“底线约束—空间重构—内生发展—智慧赋能—机制创新”为核心的治理框架,从流域防洪安全底线约束、基于洪水风险的蓄滞洪区空间重构与分区治理、蓄滞洪区利益平衡与内生发展协同、数字孪生赋能与智慧治理和体制机制保障与治理能力现代化等方面探析了蓄滞洪区系统治理与高质量发展路径。在此基础上,提出研发涵盖蓄滞洪区动态监测、智能调度、韧性构建等8项关键技术,形成了完整的蓄滞洪区系统治理技术体系,旨在为实现蓄滞洪区从被动分洪应对向“主动调控、安全与发展并重”的战略转型提供理论依据与技术支撑。

    Abstract:

    This article systematically examines the existing deficiencies in China’s flood detention basins concerning their flood control functions, regional development, smart management, and institutional mechanisms. It proposes a governance framework centered on “bottom-line constraints, spatial restructuring, endogenous development, smart enablement, institutional innovation,” exploring pathways for the systematic governance and high-quality development of flood detention basins from perspectives such as baseline constraints for flood safety, risk-based spatial restructuring and zoning governance, balancing interests and fostering endogenous development synergies, digital twin-enabled smart governance, and institutional mechanism enhancement for governance modernization. Furthermore, it suggests the development of eight key technologies covering dynamic monitoring, intelligent operation, and resilience building of flood detention basins, forming a comprehensive technical system for their systematic governance. The research findings aim to provide a theoretical basis and technical support for enabling flood detention basins to transition from a passive flood diversion response to a strategic shift toward “active regulation, balancing safety and development.” Keywords: flood detention areas; systematic governance; spatial optimization; high-quality development 〖FL
