    摘要:

    立足于实现健康区域水平衡的重大需求,围绕水平衡阈值体系与运用领域开展了系统探索,阐明了水平衡理论方法、阈值体系、运用领域等的关联,剖析了健康区域水平衡的实现路径。构建了以表征指标和指标阈值为核心的水平衡阈值体系架构,从水收支平衡、经济社会供需水平衡、经济社会与生态用水平衡、人水关系和谐平衡出发,梳理得到了表征指标体系,考虑限值、范围、样式等方面明确了指标阈值的表现形式,并介绍了阈值的确定方式。考虑主题相关程度、理论遵循程度、方法运用程度,分析了区域水平衡的运用领域,给出了四大平衡对应的研究内容和总体性研究思路,选择基于水收支平衡的水资源变化归因分析、基于经济社会供需水平衡的水能源粮食生态协同优化、基于经济社会与生态用水平衡的水资源开发利用潜力计算、基于人水关系和谐平衡的人水关系调控4个例子开展了详细解析。

    Abstract:

    Based on the significant demand for achieving healthy regional water balance, systematic exploration has been conducted around the threshold system of water balance and its application fields. The correlation between water balance theory methods, threshold systems, and application fields is clarified, and the implementation path of healthy regional water balance is analyzed. An architecture of the water balance threshold system with characterization indicators and indicator thresholds as the core is constructed. Starting from the perspectives of water budget balance, water supply-demand balance of economic society, water use balance between economic society and ecology, and harmonious balance of human-water relationship, characterization indicator systems are sorted out. The expression forms of indicator thresholds are defined with consideration of limits, ranges, and patterns, and the methods for determining the thresholds are introduced. Considering theme relevance, theoretical compliance, and method applicability, the application fields of regional water balance are analyzed. The research contents corresponding to the four major balances and the overall research ideas are presented. Four examples are selected for in-depth analysis:attribution analysis of water resource changes based on water budget balance, synergetic optimization of water-energy-food-ecology based on the water supply-demand balance of economic society, calculating the potential of water resource development and utilization based on the water use balance between economic society and ecology, and human-water relationship regulation based on the harmonious balance of human-water relationship.
