省市水网融合下台州市水资源优化配置研究

    摘要:

    针对台州市水资源时空分布不均、供需矛盾突出及水资源系统韧性不足等问题,基于台州市内的省级、市级水网工程,考虑不同等级水网间的互济互调,构建了面向省市水网融合的多目标水资源优化配置模型。以供水经济效益最大、供水满意度基尼系数最小及总缺水量最小为目标,采用NSGA-Ⅲ算法进行求解,对比分析了市内水网独立运行(S1方案)、市域水网互济(S2方案)、省级水网定点外补(S3方案)、省市水网深度融合(S4方案)4种方案在不同降水保证率(50%、75%、95%)下的配置效果。结果表明:对比S1基准方案,S2方案可显著缓解工业缺水,在不同降水保证率下供水经济效益提高10.7%~11.0%,供水满意度基尼系数降至0.045~0.071,短期实施效益显著;S4方案在3种不同降水保证率下均可实现最优综合效益,总缺水量降至0.278亿~1.028亿m3,供水经济效益为3238.93亿~3306.16亿元,供水满意度基尼系数为0.019~0.042,但对外部供水依赖增强;省市水网深度融合可在更大空间尺度上优化水资源调配,提升水资源系统的整体韧性与配置效率。

    Abstract:

    This study addressed the uneven spatiotemporal distribution of water resources, prominent supply-demand conflicts, and insufficient resilience of the water resources system in Taizhou City. Based on the provincial- and municipal-level water network projects in Taizhou City, and considering mutual support and coordinated regulation between water networks at different levels, a multi-objective optimal allocation model for water resources under provincial-municipal water network integration was developed.The model aims to maximize water-supply economic benefits, minimize the Gini coefficient of water supply satisfaction, and minimize the total water shortage, and was solved using the NSGA-Ⅲ algorithm. Four schemes were compared under precipitation guarantee rates of 50%, 75%, and 95%, including the independent municipal water network operation
