Abstract:In response to the weak theoretical foundation and the difficulty in calculating standards of ecological compensation for water diversion under water network pattern, the water resource value flow theory under water network pattern was explored, the water balance and laws of water resource value flow movement were analyzed. Combining the principle of internalization of external effects, a matrix of water allocation coefficients for upstream source areas and contribution coefficients for downstream impacts of water diversion was established. A calculation method of ecological compensation standards under the superposition effect of multiple water diversion projects was proposed. Using the actual protection cost as the lower limit of compensation, and adding restrictions on development opportunity losses to calculate the upper limit of compensation, in order to support the implementation of regional negotiations and differentiated compensation measures. The application results in the Hanjiang River Basin show that the lower limit of annual ecological compensation for water diversion in the receiving areas of the Hanjiang-to-Weihe Water Diversion Project, the South-to-North Water Diversion Middle Route Project, and the North Hubei Water Allocation Project are 408 million yuan, 4.253 billion yuan, and 345 million yuan, respectively, and the upper limit are 659 million yuan, 6.577 billion yuan, and 534 million yuan, respectively. The current compensation funds have largely alleviated the financial pressure on water resources protection, and further improvement and diversification of compensation measures are needed to compensate for the loss of development opportunities.
