    摘要:

    为分析水资源在空间分布、开发利用及经济效益方面的均衡状态,采用基尼系数与协调发展度的方法,基于水资源负载指数、水土资源匹配系数和用水效益计算水资源空间均衡系数,并对水资源负载指数、水土资源匹配系数和用水效益的均衡性进行计算分析,确定了合理的权重。以全国31个省级行政区为计算单元计算了2017年全国水资源空间均衡系数,结果表明,各省级行政区水资源压力极不均衡,水土资源匹配差异较大,用水效益与经济社会发展有一定的关系,沿海经济比较发达的地区用水效益明显高于中西部地区;全国水资源在时空分布、开发利用以及对经济社会发展的支撑作用中表现为不均衡状态。

    Abstract:

    In order to analyze the equilibrium state of water resources in spatial distribution, development and utilization, and economic benefits, the Gini coefficient and coordinated development degree method were used to calculate the spatial equilibrium coefficient of water resources based on the load index of water resources, the matching coefficient of water and soil resources and the water use benefits. The equilibrium of the load index of water resources, the matching coefficient of water and soil resources and the water use benefits were analyzed and the reasonable weight was determined. Taking 31 provincial administrative regions as calculation units, the national water resource spatial equilibrium coefficient in 2017 was calculated. The results show that the pressure of water resources in each provincial administrative region is extremely unbalanced, and the matching of water and soil resources is quite different. There is a certain relationship between water use efficiency and economic and social development. The water use efficiency of coastal areas with relatively developed economy is significantly higher than that of central and western areas. The national water resources are in disequilibrium in temporal and spatial distribution, development and utilization, as well as in the supporting role of economic and social development.
