    为治理和提升长三角生态绿色一体化发展示范区水生态环境质量,以示范区上海片区为例,分析了河湖水系资源和水环境状况,提出系统治理的思维和流域治理的思路,统筹陆上、滨水、河湖及信息系统4个空间的治理与管控,通过雨污水源头治理与管控、清洁小流域与河湖生态修复、清洁水源与管网互联互通、防汛安全与水动力提升、智慧水务一体化管理协同五大治理措施,逐步实现水生态环境综合治理的近远期目标。根据河网水量水质模型分析成果,说明了省界河湖是上下游天然的水环境屏障。建议在上游水质尚未改善前慎用水资源调度模式,滨水岸线生态修复的位置和标准需考虑历史原因、实际实施可行性和景观效果等因素。

    Abstract:

    In order to treat and improve the water ecology and environment in the Eco-Green Demonstration Area of the Yangtze River Delta, taking the Shanghai region as an example, this paper analyzed the current status of water resources and water environment, and put forward the idea of system treatment and watershed treatment. Based on the spatial system coordinating the land area, waterfront, water body and info-system, the five treatment measures including rainwater and sewage source management, eco-clean small watersheds and river network ecological restoration, clean water source and water supply network interconnection, flood control and hydrodynamic improvement, smart water management system are established for the purpose of reaching near-and-long term goals of comprehensive management of the water ecology and environment. Analysis result of water quantity and water quality model for river network reveals that the rivers and lakes at the provincial boundary are the natural environmental barriers. It is suggested that upstream water quality should be improved before using water resource dispatching mode, and factors such as historical reasons, practical feasibility and landscape effect should be considered for the location and standard of waterfront ecological restoration.
