Since the 18th CPC national congress，Xi Jinping has made a series of important speeches on the construction of ecological civilization and has formed his thoughts on the construction of ecological civilization. He analyzes the relationship between the rise and fall of ecology and the change of civilization，reveals the essence of the ecological environment from the perspective of historical materialism，points out the ultimate value of the construction of ecological civilization and explores some practical issues of the concept，the breakthrough point，the systematic warrant，the systematic cooperation in constructing ecological civilization. His thoughts of ecological civilization construction develops Marx and Engels' harmonious idea between man and nature，inherits the ecological wisdom of Chinese traditional culture，deepens the understanding on social development and innovates ruling idea of CPC in the new era. Therefore，to implement Xi Jinping's thoughts on the construction ecological civilization，top-level design should be made，the institutional system should be improved，the ecological culture re should be promoted and systematical cooperation should be emphasiszed
