Facing with the deterioration of the environment，the villagers of Gaolu community，J province experienced four stages of environmental struggle:individual struggle，collective struggle，law-based resistance and co-construction. Villagers struggle in a logical and rational way in the game with H Steel Plant，which reflects the transformation of behavioral strategy:rational appeal(individual petition)getting to response，facing with aggravating pollution，collective protest，law-based resistance and then co-construction. Meanwhile，the response strategies of H Steel Plants show that the company bears the characteristic of rational economic entity. When the villagers';struggle has no impact on the production，the company turns a blind eye to the protest;when the villagers' form collective protest，the company takes the strategy of negotiating with the villagers;finally，the company takes the strategy of co-constructing with the community，developing the capability of the villagers and avoiding direct conflict. So it is obvious that the company takes the" minimume cost-maximizing benefit”game strategy in different stages.
