The state resonance theory is an environmental justice model based on governmental policy-making and implementation，which has good adaptability in the evolution of environmental justice policy response model in China. At present，with the fierce competition among different environmental justice subjects，the traditional environmental justice policy model in China is faced with grew challenge，which brings about the new environmental justice policy model of governmental dominance，social parLicipation，negotiable democracy and interest harmony. To construct such new model，it is necessary to do the following; change governance idea of environmental justice，provide resonance platform for environmental justice，head up the resonance dimension of environmental justice and improve supervision system of environmental justice.
