In the context of positive social construction and social governance innovation, the construction of social credit system plays an important role in. The present issue of social credit system is essentially institutional problem of local protectionism and department protectionism. On the one hand, the information bank of personal credit and enterprise credit should be completed, which may strengthen regulatory responsibilities and legal punishment of the government or the legal department. On the other hand, the nationwide and local guild and chamber of commerce should be energetically developed to improve the credit governance of private enterprise especially for medium-and-miniature private enterprise. The social guild governance is not the same but is relevant with the state and the market, which is the nucleus of the future social credit system.
