Plaintiff qualification is the core issue of environmental civil public interest litigation. China's restriction of social organization reduces the supervision efficiency in these potential environmental pollution events. Having the characteristics of public welfare and professionalization, environmental protection organization is in accordance with the qualification of environmental civil public interest litigation. Prosecution organ supervision is also in accordance with requirements because of its internal functions. When all the administrative measures are practiced, it is possible to set up administrative pre- procedure and initiate civil litigation. In order to prevent the abuse of litigation, individual citizens can not become qualified plaintiff. Then the paper holds that it is necessary to establish coordination mechanism of right conflicts.
