Based on the context of the “The Belt and Road Initiative” strategy and the historic data and the regional characteristics of coastal cities, this paper analyses the storm surge disaster factors, the risk of disasterformation factors, the vulnerability of disasteraffected bodies and the stability of disaster environment in China. Then, it explores the process of storm surge disaster chain. Finally, it is pointed out that information, policy, projects and techniques are indispensable to prevent and mitigatestorm surge disaster.
