At the same time, it cannot meet the demands of the society with the social development. Since the 18th National Congress of the Communist Party of China, under the comprehensive leadership of the Party Central Committee, China has vigorously promoted social governance innovation in the deepening of reform. The innovation lies in specific performance in governance philosophy, governance system, and governance methods. It is necessary to maintain social stability in social governance philosophy. It is compulsory to solve social problems to rationalize the institutional mechanisms of social governance and abandon the rule of man, relying on the rule of law to strengthen the authoritative role of law in settling disputes. Also, it is essential to encourage citizen participation and civic autonomy with the domination of government to realize the coordination of governance philosophy, governance system and governance methods.
