As a special public policy attitude, the communication of internet public opinion is influenced by both policy deposition and cognition mindset. In the construction of delay retirement policy issue, internet public opinion is formed on the basis of quasi stimulus of official actors’ opinions and the netizens’ wrong cognition or irrational cognition mindset on delay retirement issue. The reflections on the case is that legislators, government sectors and their officials should be especially sensitive to periodic changes of internet public opinion, proactively follow the change trend of internet public opinion, promote the effectiveness of response to internet public opinion and be vigilant against “Tacitus trap”. Therefore, experts should pay attention to their own opinion’s communication effect after media report and express the opinion exactly.
