Abstract:Rural grassroots organizations are not only the most important platform for peasants’ individual integration into the process of rural social governance, but also the microorganizational carriers of their participation in state affairs.In the new era,the challenges faced by rural governance means that the public management model which relies only on government monopolies and mandatory characteristics must change to a public governance model which relies on multiple stakeholders to “jointly building common governance and sharing”.Currently, rural grassroots organizations, as an important carrier of rural public governance, have inadequate or inappropriate function obviously. Therefore,in the construction of rural society, it is necessary to highlight the leadership core of the grassroots party organizations and give full play to the joint efforts of other grassroots organizations. Also it is compulsory to use the coordinated function of the external forces of the village actively and use modern network technologies to improve governance capabilities,providing political, institutional and technological support for the full functioning of rural grassroots organizations.
