The governmentoriented environmental governance exists a lot of problems. Then it is of great practical significance to study the participation of “local subjects” in local environmental governance. Based on the local logical framework of interactive environmental governance，the paper aims at explaining the interactive logic and practical thought of the Local subjects in the environmental governance. The study finds that the company’s local ecoelite team and the localization technology are effective. And there are two main reasons for the effectiveness of governance. One is the local people’s local ecological knowledge; and the other is the effective interaction among local subjects. The environmental governance completes in the interaction of local subjects, which has overcome the difficulties of the local environmental governance under the “pressurized system”, expanded local subjects of the environmental governance and achieved environmental, economic, social benefits.
