There are few studies on the cross community environmental governance in the small regional space. Ecological compensation is [JP2]an important way to control cross border environmental problems. There is a significant difference between the marketoriented cross community ecological compensation[JP] mechanism and the governmentoriented cross regional ecological compensation mechanism in the compensation subjects and modes. Based on the field survey in M county of Yunnan, this paper discusses the construction of the cross community ecological compensation mechanism in the upstream and downstream villages, centering on water problem. The cross community ecological compensation in practical exploration has difficulty in lacking of funds，low pay willingness , imperfect negotiation mechanism and the dispersion of the agents of payment. Combined with the successful practice, this paper puts forward the construction countermeasures of the cross community ecological compensation mechanism from four aspects: compensation pricing mechanism, compensation consultation mechanism, compensation payment method and village governance capacity building. Then, the cross community ecological compensation mechanism can accumulate beneficial experience for the construction of diversified ecological compensation in large regional space.
