Abstract:In recent years, as a new network infrastructure technology, blockchain has been applied in the field of social governance, providing a new focus for the modernization of national governance capacity. The practice of human beings in the face of disaster and epidemic is not only a governance activity under the social emergency state, but an ethical practice driven by moral will. Due to its multidimensional value characteristics and ethical goals of disaster and epidemic control, blockchain technology is expected to empower the existing disaster and epidemic control system. At the same time, as a new technical means and disaster governance framework, the ethical risk of blockchain enabling disaster governance may exceed its own ability boundary. Therefore, we need to be alert to the possible value deviation of blockchain technology to disaster management.
