    摘要:

    当前,深化政府职能、推进科技体制改革对科技计划的评估工作提出了更高要求。政府科技计划的实施具有公开透明性、价值导向多样性和外部性等显著特点,其产生的技术溢出效应不容忽视。从政府科技计划中推广类计划的技术溢出效应角度出发,构建技术溢出效应的评价模型,并从溢出方、溢出途径、溢出接受方角度提出相关建议。

    Abstract:

    At present, the characteristic of science and technology as the first productive force is increasingly obvious. The government science and technology plan is an important embodiment of the national science and technology development strategy, determining the direction of industrial development. Deepening the transformation of government functions and accelerating the reform of science and technology management put forward new and higher requirements for science and technology assessment. The implementation of government science and technology plan is characterized by transparency, diversity of value orientation and externality. Therefore, from the perspective of technology spillover effect of promotion programs in government science and technology plans, this paper constructs an evaluation model of technology spillover effect, and finally puts forward relevant suggestions from the perspective of spillover side, spillover path and spillover receiver.
