Abstract:The emergence of environmental governance mobilized by local government is of great significance, which means that there is a new pattern of environmental governance in China and a new opportunity to improve environmental problems.The water environment management in the “fivewater cogovernance” in Zhejiang Province is typical environmental governance mobilized by local government.Taking city H which is the “model student” of “fivewater cogovernance” as an example, taking the ecological embeddedness theory as the analysis perspective,and taking the traditional ecological embedded environmental governance as a reference frame, this paper examines the operational logic of water environmental governance mobilized by local government and finds that the reason why the governance practice failed to produce the desired ecological effects is that the important structural elements of governance actionhave the following properties: the main body of governance is single and has the characteristics of “nonlocal” and political nature, the natural world is overobjectified at the ethical and value levels, the goal of governance lacks a systematic view, the application of science and technology with the characteristics of dispelling localization, the design of assessment index system lacks comprehensive consideration of ecosystem, and the restraint mechanism is limited in the administrative system.The transformation of environmental governance mobilized by local government to ecological embedded governance needs to start with optimizing the governance structure, ecological ethics and governance objectives.
