Abstract:Under the background of global climate change and rapid urbanization, urban disasterpregnant environment has been altered significantly, leading to the intensified urban flood disasters in recent years. Urban flood risk management has become the short board of national flood control system, which is also the focus of flood control and disaster reduction in the future. Considering the water problems in China, a comprehensive management framework for urban flood risk from the perspective of river basin system is proposed, and the construction and resilient demand of city sponge is planned from three levels of river basin system, regional urban agglomeration and individual city. Taking the city of Jingdezhen as an example, this paper analyses the urban flood risk under basinregionurban flood security pattern, and proposes the resilient strategies of urban flood control from the aspects of infrastructure construction, organization setting, governance system and strategic planning. This research may provide theoretical guidance for the construction of urban flood control ability and regional water security capacity so as to realize the regional sustainable development.
