Social assistance is an important part of the social security system. In different historical stages, China’s social assistance system presents different time characteristics and development paths. With the further popularization of the Internet, the new generation of information and communication technology marked by mobile Internet, cloud computing and big data has been widely applied in China, and the “Internet +” mode came into being. “Internet +” has the advantages of digitization, networking, high interaction and timely communication. It provides conditions and opportunities for precise identification, rescue information sharing among different departments, and promotion of pluralism of social assistance subjects. However, the unbalanced development of Internet, the imperfect security mechanism of rescue platform and the emergence of the disadvantaged information groups all require social assistance to develop new ideas. This paper proposes to strengthen the construction of Internet infrastructure, advance the construction of legality and regulation of social assistance, increase the development of rescue platforms, thereby enhancing personal information security and narrowing the digital divide, so as to promote the new practice of “Internet + social assistance”.
