Healthy aging is the sure way to actively cope with the population aging. Governing the integrated combination model of medical care and pension service in the new era is the specific strategy to achieve healthy aging. The foundation is to comprehensively clarify the concept of the integrated combination of medical care and pension service with unique Chinese characteristics. The problem is the structural imbalance of the integrated combination of medical care and pension service based on the theory of welfare pluralism and the analysis of supply and demand. The solution is to combine the policy concept design at top level with pilot exploration at grassroots level and strengthen the interaction between the “top down” and the “bottom up”, so as to promote the governance modernization of the integrated combination model of medical care and pension service in the new era.
