    进入技术前沿阶段,中国创新机制逐渐转向技能偏向性技术进步,依托大规模市场优势和庞大的产业链分工体系,以外循环为主的产业分工逐渐向“国内大循环”转换。基于前向联系的生产分解模型,从国家总增加值构成的角度测算分行业的国内增加值份额,实证检验了技能偏向性技术进步对国内分工增加值份额变动的影响及作用机制。研究发现:技能偏向性技术进步显著提高了国内分工增加值份额,在采用动态面板估计与替换解释变量后,结论仍然稳健。国内市场需求扩大和中间品本土创新是两个主要的影响机制。分样本结果显示,“基于科学”和“专业化供应商”行业的技能偏向性技术进步对增加值份额的提升效应更为明显。基于主要结论,提出相关政策建议:进一步纠偏劳动力市场的配置扭曲,提升体制性科研人才配置效率,优化创新人才资源在地区间、行业间的最优化配置;加快引致高技能劳动力密集型产业的技术创新,扩大知识部门的产业规模,强化本土中间品原创性;充分发挥我国超大规模市场优势和内需潜力,特别是在前沿技术创新、成果转化和大规模产业化方面形成竞争优势,旨在在更为广泛的高技术产业中形成以我为主导的国内价值链。

    Abstract:

    Entering the stage of technological frontier, China’s innovation mechanism gradually turns to skill-biased technological progress. Relying on large-scale market advantage and huge industrial chain division system, the division of labor of industries dominated by external circulation gradually shifts to “domestic great circulation”. Based on the production decomposition model of forward correlation, this study calculates the domestic value-added shares of different industries from the perspective of the composition of national gross value-added, and empirically tests the influence and mechanism of skill-biased technological progress on the variation of domestic value-added shares of division. It is found that skill-biased technological progress significantly increases the value-added share of domestic division, and the conclusion remains robust after dynamic panel estimation and replacement of explanatory variables. The expansion of domestic market demand and local innovation of intermediate goods are the two main influencing mechanisms. The sub-sample results show that the skill-biased technological progress of “science-based” and “specialized supplier” industries has a more significant effect on the increase of value-added shares. Based on the main conclusions, relevant policy recommendations are put forward as follows. Firstly, it is necessary to further correct the allocation distortion of labor market, improve the allocation efficiency of institutional scientific research talents, and optimize the optimal allocation of innovative talent resources between regions and industries. Secondly, we should accelerate technological innovation leading to highly skilled labor-intensive industries, expand the industrial scale of the knowledge sector, and strengthen the originality of local intermediate products. Thirdly, we should give full play to the advantages of China’s super-large market and the potential of domestic demand, form competitive advantages in the transformation of frontier technology innovation achievements and large-scale industrialization, with the aim of forming a domestic value chain led by China in the broader high-tech industries.
