Rural organization revitalization is the systematic construction of the rural organization system, which includes the establishment and improvement of an organizational system with the grassroots organization of the CPC as the core, village self-governance and village affairs supervision organizations as the foundation, collective economic organizations and farmer cooperative organizations as the link, and various economic and social service organizations as supplements. The “first sectary”, with dual advantages of organizational and rural governance resources, provides support for the revitalization of rural organizations and plays an important role in strengthening village-level organizations, promoting rural prosperity, improving governance level, and providing services for the villagers. However, due to specific operating and assessment methods, the accountability mechanism of the “first sectary” is not yet sound enough, which to some extent weakens the organizational function of village-level party organizations. This is manifested in the resident village chiefs relying too much on higher-level organizations and neglecting the construction of village-level party organizations. It is easy to fall into top-downism and target loyalty, and cannot spare energy to cultivate various rural economic organizations. There is insufficient interaction with various governing entities within the villages, and the cultivation and assistance effects on rural social organizations are not significant. In the process of promoting the revitalization of rural organizations, the “first sectary” should aim to comprehensively promote rural revitalization, take enhancing political and organizational functions as the focal point of strengthening village-level party organizations, adapt measures to local conditions, innovate and expand the realization path of comprehensive leadership of grassroots party organizations in rural work, explore ways to enhance the organizational capacity of village-level party organizations, promote the efficient and healthy operation of village party organizations under the background of “shouldering responsibilities together”, and promote the active role of party organizations in leading various village-level organizations, ensuring that rural society is vibrant, stable, and orderly.
