    摘要:

    积极引导社会力量参与基层治理是我国“十四五”时期构建基层社会治理新格局的重要内容之一,社会组织参与应急管理,特别是在突发公共卫生事件治理中发挥了“协同增效”的特殊作用。社会组织在应急状态下如何进行危机学习以快速实现新的环境适应,如何与政府部门及专业机构合作,以协同形成应对突发事件的有效治理机制,这些都是应急管理和社会治理研究中需要关注的重点内容。以危机学习理论和协同治理理论为基础建立分析框架,系统研究了B市参与突发公共卫生事件应急处置的X社工中心“服务型”和Q基金会“资源型”的“危机学习-协同治理”机制。研究发现,多元主体领导机制及时调整是社会组织适应公共卫生事件应急条件的前提,坚持需求导向、资源的精准对接是协同防控的关键,信息化危机学习与角色定位可有效提高应急处置的效率。当前,统筹协调机制尚不健全、政府职能部门的响应速度不够快、相关长效工作机制不完善等问题影响应急管理中多元主体的良性互动和资源的有效配置。基于此,在制度建设方面,需建立社会组织应急响应机制以提高公共危机中政社协同的应对能力;职能发挥方面,应利用好社会组织的人才专业优势,形成“政府-市场-社会”三方联动的应急管理协同治理格局。

    Abstract:

    Guiding social forces to participate in grassroots governance is one of the important contents of constructing a new pattern of grassroots social governance during the “14th Five-Year Plan”period in China. Social organizations have played a special role of “synergy”in participating in emergency management, especially in the governance of public health emergencies. How social organizations learn from crises in emergency situations, quickly realize business adjustment and environmental adaptation in crises, and cooperate with government departments and professional organizations to form a collaborative governance mechanism to deal with emergencies are important concerns for research on emergency management and social governance. Based on the crisis learning theory and collaborative governance theory, an analytical framework was established to study the “service-oriented” and “resource-oriented” crisis learning collaborative governance mechanisms of Social Work Center X and Foundation Q, which participated in the emergency response of public health emergencies in City B. The study found that timely adjustment of the multi-subject leadership mechanism is the prerequisite for social organizations to adapt to the emergency conditions of public health events. Adhering to demand-oriented and accurate docking of resources is the key to coordinated prevention and control. Information-based crisis learning and role positioning can effectively improve the efficiency of emergency response. At present, the coordination mechanism is not perfect, the response speed of government functional departments is not fast enough, the relevant long-term working mechanism is not perfect and other problems will affect the positive interaction of multiple subjects and the effective allocation of resources in emergency management. Based on this, in the aspect of system construction, it is necessary to establish the emergency response mechanism of social organizations to improve the response ability of government and social cooperation in public crisis. In the aspect of functional development, we should make good use of the professional advantages of social organizations, and form a three-way joint emergency management and governance pattern of “government-market-society”.
