    延迟退休是国家为充分开发利用人力资源、适应人口快速老龄化的一项决策部署,对于经济社会的稳定发展具有重要意义。受中国传统文化影响,家庭维度的相关因素是影响我国城镇职工延迟退休决策的关键变量。依据家庭在“赡养”和“抚养”两个维度的责任有无,将其划分为“赡养+抚养”型、“赡养”型、“抚养”型、“无责任”型四类,基于CHARLS四期数据,综合运用Logit、条件Logit和Probit模型分析四种类型的家庭对职工延迟退休决策的影响。研究发现:“抚养”型家庭对个人延迟退休的决策行为具有显著的逆向影响,“赡养”型家庭会显著促进个人的延迟退休意愿,“赡养+抚养”型家庭对个人延迟退休决策行为不显著,而“抚养”型家庭对延迟退休意愿的影响要比“赡养”型家庭更显著。此外,职工月收入水平会正向调节“赡养”型家庭对个体延迟退休决策的影响,养老期望会负向调节“抚养”型家庭对个体延迟退休决策的影响。为此,要稳步推进托育服务高质量供给改革,防止“抚养”型家庭消极执行延迟退休政策,切实完善老幼共托政策,解决“赡养+抚养”型家庭实施延迟退休政策所面临的难题,并弘扬优秀传统养育文化,提升个体延迟退休意愿。

    Abstract:

    Delayed retirement is a national strategic decision in China aimed at fully utilizing and developing human resources and adapting to the rapid aging of the population, which is important for the stable development of the economy and society. Influenced by traditional Chinese culture, household-related factors are key variables influencing the delayed retirement decisions of urban employees in China. Based on the presence or absence of family responsibilities in “elderly care” and “child-rearing”, employee families are categorized into four types: “elderly care + child-rearing” “elderly care” “child-rearing” and “no-dependency”. Utilizing four waves of CHARLS data and integrating logit, conditional logit, and probit models, this paper examines how different family types influence delayed retirement decisions. The findings of this paper are as follows: “Child-rearing” families exert a significant negative impact on delayed retirement intentions; “Elderly care” families notably promote delayed retirement intentions; “Elderly care + child-rearing” families show no statistically significant effect; The effect of “child-rearing” families on delayed retirement intentions is more pronounced than that of “elderly care” families. Additionally, employees’ monthly income levels positively moderate the effect of “elderly care” families on delayed retirement decisions, while pension expectations negatively moderate the influence of “child-rearing” families on such decisions. Therefore, efforts should be made to steadily advance reforms for high-quality supply of childcare services, prevent “child-rearing” families from reluctant to embrace delayed retirement policies, and effectively improve elderly care and child-rearing policies, addressing the challenges faced by “elderly care + child-rearing” families in implementing delayed retirement policies, while revitalizing traditional child-rearing culture and enhancing individuals’ delayed retirement intention.
