    摘要:

    “十五五”时期是国家乡村治理现代化从攻坚克难迈向整体跃升的关键阶段,其本质是治理主体、治理方式与治理理念的系统性完善。“十四五”时期,我国已初步形成了以党组织领导为核心,以自治、法治、德治“三治结合”为重要内容,以智治为支撑的乡村治理现代化格局,为“十五五”时期乡村治理现代化奠定了良好的基础。但要实现“十五五”时期乡村治理现代化的目标,需以“十五五”规划纲要为切入点,坚持党组织对乡村治理现代化系统性完善的引领,将“三治融合”作为系统性完善的支撑体系、智治赋能作为重要助力。具体说来,党组织领导要从“组织覆盖”向“系统引领”转变,在产业、人才、文化、生态、组织等方面“全域党建”引领,实现党组织嵌入乡村治理全场景和全链条的深层再造。“三治融合”中,自治要从“拓展平台”向“规范高效”跃升,法治要从“制度供给”向“服务提质”升级,德治要从“破旧立新”向“文明引领”变迁,而三者之间要彼此契合、互相成就,共同筑牢乡村治理根基。智治则要从“数字基建”向“场景赋能”转变,将数据转化为洞察、技术转化为效能。党组织引领、“三治融合”、智治赋能将共同构建起“十五五”时期乡村治理现代化的整体图景,为推进新时代乡村治理现代化提供理论指导与实践参考。

    Abstract:

    The 15th Five-Year Plan Period is a crucial stage for rural governance modernization in China, moving from overcoming difficulties to achieving overall advancement. Its essence lies in the systematic improvement of the governance subjects, methods, and concepts. During the 14th Five-Year Plan Period, China has initially established the rural governance modernization pattern centered around the CPC’s leadership, the integration of “three forms of governance” (self-governance, law-based governance, and virtue-based governance) as its main content, and intelligent governance as the support, which has laid a solid foundation for the modernization of rural governance in the 15th Five-Year Plan Period. However, to achieve the goals of rural governance modernization in the 15th Five-Year Plan Period, it is essential to focus on the Outline of the 15th Five-Year Plan, adhere to the CPC’s leadership in the systematic improvement of rural governance modernization, and regard the “integration of the three forms of governance” as the supporting system, and technology-based intelligent governance as a crucial enabler. Specifically, the CPC’s leadership should shift from “organizational coverage” to “systematic guidance”, achieving “all-domain Party building” guidance across industry, talent, culture, ecology, and organization, deeply embedding the Party organization in all scenarios and chains of rural governance. In the “integration of the three forms of governance”, self-governance should rise from “expanding platforms” to “regularization and efficiency”, and law-based governance should upgrade from “system supply” to “service improvement”, while virtue-based governance should change from “breaking the old and establishing the new” to “civilization leading”. The three forms of governance should mutually align and complement each other to jointly build the foundation of rural governance. Intelligent governance should shift from “digital infrastructure” to “scene empowerment”, converting data into insights and technology into efficiency. The CPC’s leadership, the integration of the three forms of governance, and intelligent governance empowerment will jointly construct the overall blueprint of rural governance modernization in the 15th Five-Year Plan Period, and provide theoretical guidance and practical references for promoting rural governance modernization in China in the new era.
