    中国式现代化视域下社会政策的家庭化转向,是基于文明自觉,反思西方“个体-社会”二元福利范式的内在局限,重构本土社会政策范式,自主建构中国特色社会政策知识体系的核心体现。从理论上看,西方以公共领域中心主义为文明预设,将家庭置于理论与政策视野的边缘位置,致使家庭功能被系统性遮蔽,最终陷入高福利供给与社会原子化、个体孤独感相交织的现代性困境。与之不同,中华文明植根于深厚的“家哲学”传统,将家视作人之存在的基本方式与理解社会关系的元模型,为社会政策体系建构奠定了独有的本体论根基,也为自主知识体系创新提供了鲜明的文明底蕴。从现实层面看,当前,社会政策实践面临多重结构性失衡:个体化核算与社会化越位双重挤压家庭发展空间,个体本位的需求识别引发政策瞄准偏差,全生命周期支持断裂造成服务供给错配,进而形成“越保障个体、越疏离家庭”的个体化悖论。为摆脱这一困境,须系统推进社会政策家庭化转向,加快构建“个体-家庭-社会/国家”三维协同的新型分析框架与实践范式,即以理念重塑确立“维护且赋能于家”的核心原则,以制度创新完善两步式需求评估与全生命周期政策支持体系,以协同治理健全评估、协同、文化三位一体保障机制,夯实社会运行的微观基础。

    Abstract:

    The familialization of social policy from the perspective of the Chinese modernization is a core expression of civilizational self-awareness: it reflects on the inherent limitations of the Western welfare paradigm structured around the binary of the “individual” and “society”, reconstructs an indigenous social policy paradigm, and advances the independent construction of the Chinese social policy system. Theoretically, Western civilization takes public-sphere centrism as its civilizational presupposition, placing the family at the margins of theoretical and policy vision. As a result, family functions have been systematically obscured, ultimately giving rise to a modernity predicament in which high levels of welfare provision are intertwined with social atomization and heightened individual loneliness. By contrast, Chinese civilization is rooted in a profound tradition of “philosophy of family”, which regards the family as the basic mode of human existence and the meta-model for understanding social relations. This provides a distinctive ontological foundation for the construction of the social policy system, and a clear civilizational foundation for innovation in an independent knowledge construction. In practical terms, current social policy practice faces multiple structural imbalances: the dual compression of family development space by individualized calculation and overreaching socialization, the targeting bias caused by individual-centered needs identification, and the mismatch in service provision resulting from fractured life-course support, which together produce an individualization paradox: the more individuals are protected, the more families become estranged. To overcome this predicament, it is necessary to systematically advance the familialization in social policy and accelerate the construction of a new analytical framework and practical paradigm characterized by three-dimensional coordination among individuals, families, and society/state. Through conceptual reorientation, social policy should establish the core principle of “safeguarding and empowering the family”; through institutional innovation, it should improve the two-step needs assessment mechanism and the life-course policy support system; and through collaborative governance, it should strengthen a three-in-one safeguard mechanism integrating evaluation, coordination, and culture, thereby consolidating the micro-foundations of social functioning.
