    数字乡村建设作为提升乡村治理效能的重要抓手,在实践中却引发了非预期的空间重组。以国家智能社会治理实验基地示范村为案例,基于空间生产与流动空间理论,构建“空间编码-空间整合-空间排斥”分析框架,揭示数字乡村建设引发治理异化的空间机制。研究发现:空间编码将复杂且情境化的乡土事务转译为表单、坐标与工单,以参数可见性重组治理对象、行为边界与层级权力关系;空间整合借助数据贯通和实时考核穿透物理距离,使远程感知转化为持续督办,推动基层治理的时间、精力与财力向数字空间集中;空间排斥则将难以参数化的非正式治理与实质性事务置于系统视野之外,并诱发选择性上报、集中留痕乃至实体景观改造。三者并非依次展开的单向过程,而是在编码规则、资源配置与考核反馈的相互锁定中形成“表征闭环”:空间排斥所生产的合规表征反向确证编码体系的有效性,使治理偏差获得参数层面的自我验证,并随技术升级由数据操作扩展至物理空间。由此,数字形式主义并非技术应用不足的暂时现象,而是数字技术重组治理空间后可能产生的内生结果。数字乡村治理的关键不在于叠加平台、数据采集与考核,而在于打破参数表征对治理真实的替代,重组数字空间与乡土实践之间的反馈与校验机制。

    Abstract:

    Digital village development is an important policy instrument for enhancing the effectiveness of rural governance, but in practice it has generated unintended spatial reorganization. Drawing on the case of a demonstration village within a National Intelligent Social Governance Experimental Base, this study, based on theories of the production of space and the space of flows, develops an analytical framework of “spatial encoding-spatial integration-spatial exclusion” to reveal the spatial mechanisms through which digital village development gives rise to governance alienation. The findings show that spatial encoding translates complex and context-dependent rural affairs into forms, coordinates, and work orders, using parametric visibility to redraw the objects of governance, boundaries of action, and hierarchical power relations. Spatial integration cuts through physical distance by means of data interoperability and real-time performance assessment, converting remote perception into continuous oversight and redirecting grassroots administrative time, attention, and fiscal resources into digital space. Spatial exclusion places informal governance practices and substantive governance matters that resist parameterization beyond the system’s field of vision, thereby inducing selective reporting, the batch production of documentary traces, and even the physical remaking of village landscapes. Rather than unfolding sequentially as a linear process, these three dynamics become mutually locked through encoding rules, resource allocation, and performance feedback, producing a “representational closure”: compliance-oriented representations generated by spatial exclusion feed back to validate the encoding regime, allowing governance distortions to become self-validating at the parametric level and to extend from data operations into physical space with technological upgrading. Digital formalism is therefore not a temporary consequence of inadequate technology use, but a possible endogenous outcome of the reorganization of governance space by digital technologies. The key to digital village governance lies not in continually adding platforms, data-collection requirements, and performance assessments, but in preventing parametric representations from substituting for governance realities and in rebuilding mechanisms of feedback and verification between digital space and locally embedded rural practices.
