数字科技合作、“一带一路”沿线国家技术追赶与中国的“拉拔效应”

    摘要:

    面对新一轮数字科技革命与产业变革带来的历史机遇和挑战,通过高水平合作推动实现共同发展并缩小与前沿国家的技术差距,是广大后发国家实现跨越式发展的关键路径。基于“数字丝绸之路”倡议背景,通过2010—2023年“一带一路”沿线国家层面数据,实证研究沿线国家之间数字科技合作对技术追赶的影响及其作用机制。研究结果表明:“一带一路”沿线国家间的数字科技合作能够推动缩小与前沿国家的技术差距,实现技术追赶;机制检验表明,数字科技合作主要依托基础研发、技术转化和技术应用等机制激发“链式创新效应”,进而提升创新链水平推动实现技术追赶;异质性分析表明,数字科技合作对技术追赶的推动作用分别在规模较大、数字基建水平较高的沿线国家显著存在;作为“一带一路”数字科技合作的核心推动者,中国能够发挥“拉拔效应”,带动沿线国家实现技术追赶。其中,文化差异和制度差异的缩小显著提升了中国对沿线国家技术追赶的“拉拔效应”,并且对于规模较小、数字基建水平较高的合作国家该作用相对更为显著。为此,“一带一路”沿线国家需深化数字科技合作、优化战略布局、加强创新资源共享、强化多边协调等,从而切实推动共同跨越技术鸿沟并实现技术追赶。

    Abstract:

    Facing the historical opportunities and challenges brought by the new round of digital technology revolution and industrial transformation, promoting common development and narrowing the technological gap with frontier countries through high-level cooperation is a key path for the majority of latecomers to achieve leapfrog development. Against the background of the “Digital Silk Road” Initiative, this paper uses data from 2010 to 2023 at the country level along “the Belt and Road” to empirically study the impact of digital technology cooperation among countries along “the Belt and Road” on technological catch-up and its mechanisms. The findings are as follows:first, digital technology cooperation among countries along “the Belt and Road” can promote the narrowing of the technological gap with frontier countries and facilitate technological catch-up. Second, mechanism tests indicate that digital technology cooperation mainly affects the enhancement mechanisms such as basic research and development, technology transfer, and technology application to stimulate the “chain innovation effect”, promoting technological catch-up by enhancing the level of the innovation chain. Third, heterogeneity analysis reveals that the promoting effect of digital technology cooperation on technological catch-up is significant in larger-scale countries and those with higher levels of digital infrastructure along the route. Fourth, as the core driver of digital technology cooperation along “the Belt and Road”, China can exert a “pulling effect” to drive countries along the route to achieve technological catch-up. The narrowing of cultural and institutional differences significantly enhances China’s “pulling effect” on technological catch-up among countries along the route, and this effect is more significant for smaller-scale countries and those with higher levels of digital infrastructure. Therefore, countries along “the Belt and Road” need to deepen digital technology cooperation, optimize strategic layout, strengthen innovation resource sharing, and enhance multilateral coordination mechanisms to effectively promote common leapfrogging of technological gaps and achieve technological catch-up.
