    在全球气候变化与地缘政治风险交织下,粮食安全脆弱性日益凸显,提升粮食生产韧性已成为保障国家粮食安全的关键任务。数字基础设施作为农业数字化发展的核心载体,为粮食生产韧性提升提供了重要支撑,基于2010—2023年中国287个地级市面板数据,以“宽带中国”战略实施为准自然实验,构建多期双重差分模型,深入探究数字基础设施建设对粮食生产韧性的影响及其作用机制。研究发现,数字基础设施建设显著促进了粮食生产韧性的提升,且通过内生性和稳健性检验,该结论仍然成立。机制分析表明,技术创新效应、人力资本效应和农业保险补偿效应是数字基础设施建设提升粮食生产韧性的重要传导渠道,其中技术创新依托算力与信息共享推动农技研发扩散,优化要素配置效率;人力资本通过倒逼与激励双路径,推动劳动力技能升级;保险补偿借助数字技术缓解信息不对称,提升理赔效率,筑牢灾后资金缓冲屏障。异质性分析表明,数字基础设施建设对沿海地区、高等级城市、地势平坦地区及2015年之后的粮食生产韧性促进效应更强。因此,应加快推进数字基础设施与农业科技、人力资本和风险保障体系的协同发展,优化数字资源区域配置,提升数字技术对粮食生产的精准赋能能力,为增强粮食生产韧性和保障国家粮食安全提供政策支持。

    Abstract:

    Against the backdrop of the intertwined challenges of global climate change and geopolitical risks, the vulnerability of food security has become increasingly prominent, and enhancing grain production resilience has emerged as a critical task for safeguarding national food security. As a key foundation for agricultural digital transformation, digital infrastructure provides essential support for improving grain production resilience. Based on panel data from 287 prefecture-level cities in China from 2010 to 2023, this study employs the implementation of the “Broadband China” strategy as a quasi-natural experiment and constructs a multi-period difference-in-differences model to investigate the impact of digital infrastructure development on grain production resilience and its underlying mechanisms. The results show that digital infrastructure construction significantly enhances grain production resilience, and the findings remain robust after addressing potential endogeneity concerns and conducting a series of robustness checks. Mechanism analysis reveals that technological innovation, human capital, and agricultural insurance compensation are important transmission channels through which digital infrastructure improves grain production resilience. Specifically, technological innovation promotes the diffusion of agricultural technologies through enhanced computing capacity and information sharing, thereby improving resource allocation efficiency; human capital facilitates labor skill upgrading through both incentive and adaptive mechanisms; and agricultural insurance compensation alleviates information asymmetry through digital technologies, improves claims settlement efficiency, and strengthens financial buffers against post-disaster shocks. Heterogeneity analysis reveals that the positive effect of digital infrastructure construction on grain production resilience is more pronounced in coastal regions, higher-ranked cities, areas with relatively flat terrain, and the period after 2015. Therefore, efforts should be made to accelerate the coordinated development of digital infrastructure with agricultural technological innovation, human capital cultivation, and risk protection systems, optimize the spatial allocation of digital resources, and enhance the precision of digital technology-enabled agricultural production, thereby providing policy support for strengthening grain production resilience and safeguarding national food security.
