    摘要:

    生成式人工智能的推出,对政府环境治理领域都具有独特的帮助。生成式人工智能能够实现环境数据的迅速整理,作为数字客服官能够实现类人化表达,辅助工作人员做出环境决策以及加强环境监管工作。生成式人工智能嵌入政府环境治理的深度应用,驱动环境治理在治理主体、时间、方式、内容上发生了逻辑转变。但是在生成式人工智能嵌入政府环境治理的提前准备阶段、实际运行阶段和后续处理阶段存在不同风险。为此,需要引入敏捷治理理论,将敏捷治理的全面性、适应性和灵活性融入到规制路径的设计上,建构符合敏捷治理全面性的基本原则、符合适应性的事前预防和事后应对相结合的适应性治理机制、符合灵活性的过程监管机制。

    Abstract:

    The introduction of generative artificial intelligence is of unique help to the field of government environmental governance. Generative artificial intelligence can quickly organize environmental data. As a digital customer service officer, it can realize humanized expression, assist staff to make environmental decisions and strengthen environmental supervision. The deep application of generative artificial intelligence embedded in government environmental governance has driven a logical change in governance subject, time, method and content. However, there are different risks in the early preparation stage, the actual operation stage and the subsequent treatment stage when the generative artificial intelligence is embedded in government environmental governance. Therefore, it is necessary to introduce the theory of agile governance, integrate the comprehensiveness, adaptability and flexibility of agile governance into the design of regulatory path, and construct an adaptive governance mechanism that conforms to the basic principles of the comprehensiveness of agile governance, the combination of prevention in advance and response afterwards, and the flexible process supervision mechanism.
