    摘要:

    面对新一轮数字科技革命与产业变革带来的历史机遇和挑战,通过高水平合作推动实现共同发展并缩小与前沿国家的技术差距,是广大后发国家实现跨越式发展的关键路径。本文基于“数字丝绸之路”倡议,通过2010-2023年“一带一路”沿线国家层面数据的实证研究,揭示数字科技合作对技术追赶的影响效应。研究发现:(1)“一带一路”国家间的数字科技合作能够推动缩小与前沿国家的技术差距,实现技术追赶。(2)从创新链视角看,数字科技合作主要通过基础研发、技术转化和技术应用等提升机制激发“链式创新效应”,推动实现技术追赶。(3)异质性分析表明,数字科技合作对技术追赶的推动作用分别在规模较大、数字基建水平较高的沿线国家显著存在。(4)进一步研究发现,中国作为“一带一路”数字科技合作的核心推动者,能够发挥“拉拔效应”,带动沿线国家实现技术追赶;文化差异和制度差异的缩小显著提升了中国对沿线国家技术追赶的“拉拔效应”,且对于规模较小、数字基建水平较高的合作国家该作用更为显著。本文的研究结论为打造数字命运共同体、深入推动高质量共建“一带一路”提供了重要启示。

    Abstract:

    In the face of the historical opportunities and challenges brought by the new round of digital technology revolution and industrial transformation, promoting common development and narrowing the technological gap with cutting-edge countries through high-level cooperation is the key path for developing countries to achieve leapfrog development. Based on the “Digital Belt and Road” initiative, this paper reveals the impact mechanism of digital science and technology cooperation on technology catch-up of late developing countries through empirical research on national level data of the “the Belt and Road” from 2010 to 2023. The research findings are as follows: (1) Digital science and technology cooperation among countries along the “the Belt and Road” can help narrow the technology gap with frontier countries and achieve technology catch-up. (2) From the perspective of innovation chain, digital technology cooperation mainly stimulates the “chain innovation effect” and promotes technological catch-up through mechanisms such as enhancing basic research and development, promoting technology transformation, and enhancing technology application. (3) Heterogeneity analysis shows that the driving effect of digital technology cooperation on technological catch-up is significantly present in countries with larger scales and higher levels of digital infrastructure. (4) Further research finds that China, as the core promoter of digital science and technology cooperation in the “the Belt and Road” countries, can play a “lift-up effect” to drive countries along the line to achieve technology catch-up; The reduction of cultural and institutional differences has significantly enhanced China"s “lift-up effect” on countries along the Belt and Road, and this effect is more significant for smaller scale and higher level of digital infrastructure cooperating countries. The research conclusions of this paper provide important enlightenment for building a digital community with a shared future and promoting high-quality joint construction of the "the Belt and Road".
